The Organising Committee for the Dakar 2026 Youth Olympic Games (YOGOC) concluded a partnership agreement on Monday, July 28, 2025, in Hangzhou, at the headquarters of the giant ALIBABA, for the first Olympic event on the African continent. The signing of this agreement finalizes several years of discussions to bring the Cloud giant on board.
It's worth recalling that the intention to forge an agreement was affirmed between the Alibaba Group and the President of COJOJ Dakar 2026 during his trip to China for the Beijing 2022 Winter Olympic and Paralympic Games.
Subsequently, technical exchanges continued to agree on the scope and terms of the partnership.
Discussions between YOGOC Dakar 2026 and Alibaba were particularly facilitated by the Technology, Marketing, Finance, and Legal services of the International Olympic Committee (IOC), whose approval of the partnership will allow for an unprecedented tripartite agreement. The recent visit to the People's Republic of China by the Prime Minister of Senegal, Mr. Ousmane Sonko, contributed to accelerating exchanges, with instructions given to the Ministry of Communication, Telecommunications, and Digital Economy and to SENUM SA to support YOGOC in diligently finalizing the matter.

Furthermore, the YOGOC Dakar 2026 - ALIBABA partnership will leave a tangible legacy for the public telecommunications operator SENUM SA in terms of equipment, skills development, and positioning within the digital ecosystem. It will also benefit private sector digital operators with whom ALIBABA has committed to collaborate to deliver quality services and contribute to the advent of the New Technological Deal launched by the Government of Senegal.
The Partnership Services Agreement was signed by Ms. Selina YUAN, President of Alibaba Cloud International, and Mr. Ibrahima Wade, General Coordinator of YOGOC Dakar 2026, in the presence of Mr. Mouhamadou Seck, Chief of Staff of the Ministry of Communication, Telecommunications, and Digital Economy, Mr. Isidore Diouf, CEO of SENUM SA, Mr. Oumar Boun Khatab Diop, Technology Director of Dakar 2026, and Mr. Antoine AZOKLY, representing the IOC at the ceremony.
